That the club will be called the Loughton Cricket Club and will be affiliated to the England and Wales Cricket Board. |

That the rules of the Marylebone Cricket Club be adopted on all questions of play. |

The aims and objectives of the club will be: To offer coaching and competitive opportunities in cricket To promote the club within the local community and cricket To manage the Loughton Cricket Club To ensure a duty of care to all members of the club To provide all its services in a way that is fair to everyone To ensure that all present and future members receive fair and equal treatment |

Equity Policy Statement: Loughton Cricket Club is committed to ensuring that equity is incorporated across all aspects of its development. In doing so it acknowledges and adopts the following Sport England definition of sports equity: “Sports equity is about fairness in sport, equality of access, recognising inequalities and taking steps to address them. It is about changing the culture and structure of sport to ensure it becomes equally accessible to everyone in society.” The club respects the rights, dignity and worth of every person and will treat everyone equally within the context of their sport, regardless of age, ability, gender, race, ethnicity, religious belief, sexuality or social/economic status. The club is committed to everyone having the right to enjoy their sport in an environment free from threat of intimidation, harassment and abuse. All club members have a responsibility to oppose discriminatory behaviour and promote equality of opportunity. The club will deal with any incidence of discriminatory behaviour seriously, according to club disciplinary procedures. |

Child Welfare Policy Loughton Cricket Club is committed to ensure a duty of care to all members of the club by adopting and implementing the ECB ‘Safe Hands – Welfare of Young People in Cricket’ Policy and any future versions of the Policy. |

That the club shall consist of Playing Members, Provisional Playing members, and Honorary Members (including Vice-Presidents and Life Members). Honorary Members shall be entitled to all the benefits and privileges of membership except that they shall not be qualified for selection for any of the Club’s teams (unless there are insufficient playing members or provisional playing members available). Provisional Playing Members shall be entitled to all the benefits and privileges of membership. Certain voting restrictions apply – see Rule 20. All members will be subject to the regulations of the rules and constitution and by joining the club will be deemed to accept these regulations and the code of conduct that the club has adopted. |

That the Club Colours be dark blue and gold. It is desirable that every member playing in a match should wear the Club Colours in some form or another. |

The management of the club shall be vested in the Management Committee comprising of President, Chairman, Treasurer, Secretary, the Chairmen of the following sub-committees –Bar & House, Social, Ground & Ground Developments, Club Welfare Officer, Cricket (Men), Cricket (Women) and two elected members. The Cricket sub-committee shall consist of the Cricket Committee Chairman, Junior Players Chairman, Club Captains, Fixture Secretary, Coaching Co-Ordinator and Team Secretary. A separate cricket committee will be responsible for the men’s and women’s cricket affairs. The chairperson of each committee will sit on the Management Committee. Four to form a quorum. Proposals for the election of Vice-Presidents and Life Members to be made in writing, duly seconded, to the Hon. Secretary before the 30th September for consideration by the Management Committee. Such proposals only to go before the A.G.M. subject to the Management Committee’s recommendation. That Vice-Presidents may attend Management Committee meetings in a non-voting capacity. |

Membership fees will be set annually and agreed by the Management Committee or determined at the Annual General Meeting. Fees will be paid annually. That the annual subscription be: Men Women

The age of any playing member is determined as at the 1st October the previous year.

In addition to their subscription, all persons selected to play shall pay a match fee of:

That any person wishing to become a member of the Club shall be duly proposed and seconded in writing to the Secretary by existing members, the sole power of election being vested in the Management Committee. The name and address of such person shall be exhibited in a prominent position in the Club premises for at least two days before the meeting of the Management Committee at which he is to be proposed for membership. When any person is proposed and seconded accordingly for Playing or Provisional playing Membership, such persons shall be eligible for selection forthwith (upon notification thereof by the Secretary to the Team Secretary) pending the decision of the Management Committee as to his election. The Management Committee shall proceed to the election at their first meeting held after receipt by the Secretary of such proposal for membership. |

That the term Provisional Playing Member shall mean any person on the basis of his availability for selection for a limited period only during the season. The Management Committee shall decide in each case whether the initial period of availability of any such applicant qualifies the applicant for Provisional Playing Membership. The amount of the subscription payable by the Provisional Playing Member shall be decided by the Management Committee, unless such subscription has been paid before the next meeting of the Management Committee after the election of the player concerned, the Management Committee shall be entitled to add a fine (the amount of which shall be decided by the Management Committee) to the subscription or to suspend or call for the resignation of the member concerned. |

A Playing Member not having paid his subscription before June 1 shall not be eligible for selection after that date until payment is made unless the Management Committee shall decide to the contrary. If his subscription remains unpaid on the 1st August the Management Committee shall have the power to suspend a member or call for his resignation. Any playing member who is unavailable for selection before June 1 shall be available for selection thereafter for one weekend of matches prior to paying an appropriate subscription. Having played, failure to pay an appropriate subscription before the next Selection Meeting will deem any such player ineligible for further selection. |

The Management Committee shall meet at least eight times per annum to examine the accounts and manage the affairs of the Club. The minutes of the Management Committee meetings shall be open on application to the Secretary. The Management Committee may from time to time make, repeal and amend all such regulations (not inconsistent with these rules) as they shall think expedient for the Management and well being of the Club. The Management Committee shall have power to co-opt members for any meeting, and such co-opted members shall be entitled to vote accordingly. When a vote is taken at a Management Committee Meeting the member acting as Chairman shall be entitled to participate in the vote, but in the event of the votes being equal, the member acting as Chairman shall be entitled to an additional casting vote. The Management Committee shall be empowered to borrow up to a maximum of £75,000. All payments over £500 to be authorised by two signatories in accordance with the bank mandate. |

The club of its own volition and without the need for the receipt of a written complaint or other prompting shall, where any alleged case of conduct which is not fair or proper occurs, forthwith convene an Internal Club Enquiry within 14 days. All complaints regarding the behaviour of members should be submitted in writing to the secretary. The purpose of the Internal Club Enquiry shall be to establish the facts and, where appropriate, to take the necessary disciplinary action so as to ensure that the Club does not fail properly to control or discipline its member or members and to ensure that the Club acts in a manner designed to protect the good name of the Club and of cricket generally. Any member requested to attend such an Internal Club Enquiry, or any Appeal therefrom, shall be entitled to be accompanied at the Enquiry by a friend or other representative. The outcome of a disciplinary hearing should be notified to the person who lodged the complaint and the member against whom the complaint was made within 14 days of the hearing. Penalties: If the Internal Club Enquiry finds the misconduct proved, the Club shall have the following powers: To require the member to write letter(s) of apology within a specified time. To record a reprimand and to give a warning as to future conduct. To impose a fine To suspend the member’s right to be considered for selection by the Club to play in one or more matches. To suspend the member’s membership of the Club for a period. If the conduct constitutes gross misconduct the Club shall have the power to terminate the member’s membership forthwith. The Club shall for the same offence may, if it is thought fit, impose more than one of the above penalties. Appeals Procedure: The member shall have the right to appeal to the President or his nominee for a review of the findings of the Internal Club Enquiry and of the penalty or penalties imposed. The appeal should be considered within 14 days of the Secretary receiving the appeal. The decision of the President or his nominee in all cases shall be final and binding. |

That no non-member be allowed to take part in any match if there be sufficient number of members wishing to play. |

That the arrangement of matches be entrusted to the relevant Hon. Fixture Secretary, but that the Clubs to be played shall be decided by the Cricket Committee, with all such arrangements being subject to the final approval of the Management Committee.The relevant teams for each match to be selected by a Selection Committee consisting of the captains of each XI, or their nominees, with the Team Secretary in attendance. |

That the ground be open for practice every weekday during the season, except at such times as a match is taking place thereon. |

That the Management Committee have the power to introduce other games other than Cricket, and to make regulations regarding such games. |

That the Officers and Management Committee shall retire at the Annual General Meeting, but shall be eligible for re-election. |

That the Clubs financial year shall be 1st October to 30th September and that a general meeting to elect the Officers and Management Committee for the following year, to pass the clubs accounts and to dispose of any other business connected with the Club shall be held each year and that not less than 7 days notice of this meeting shall be sent to all members. An Extra-ordinary General Meeting shall be called by the Secretary within four weeks of his receiving a written request to do so of not less than 30 Members of the Club or if the Management Committee considers such a meeting necessary. Not more than 15 months shall elapse between AGM’s.All fully paid up Members (to include the President; Vice-President; Life Members; Honorary Members and Playing Members) aged 18 and over as at the preceding October 1 shall be entitled to vote on any matter at that year’s AGM (or any EGM) other than the election of captains and vice-captains where voting will be restricted to fully paid up Playing members (aged 18 or over) only. The quorum for AGM’s will be ten. Only male playing members can vote for captains and vice captains of men’s teams and only women playing members can vote for captains and vice captains of women’s teams. |

That the Management Committee shall appoint from among its own members a Chairman, Hon. Treasurer and Hon. Secretary (whose offices may be combined if necessary), and two other members to the Bar Committee. That the Bar Committee shall work under the following rules: Excisable articles shall only be sold on the Club premises during hours permitted by the Management Committee as notified to the Licensing Authority provided that such articles shall only be sold to the following persons:- (a) Members and their guests (b) At the discretion of the Management Committee persons playing in or spectating at arranged cricket/sporting fixtures or visiting the Club premises for the purpose of taking part in the Club’s social events (c) Provided always that persons other than those specified in this Rule may in connection with cricket/sporting and social functions and entertainments on similar occasions not organised by or for the benefit of the Club, at the discretion of the Management Committee be admitted to the Club premises and the sale by or on behalf of the Club to them of excisable articles may at the like discretion be permitted (d) OPENING HOURS: Bar extensions will be subject to application to the Courts as required.

Notwithstanding anything contained in these rules, the Management Committee shall have the right to elect Honorary Members for a limited period only at such subscription as the Management Committee may in its absolute discretion decide subject to the provision as to application for membership and notice thereof having been complied with. |

A resolution to dissolve the club can only be passed at an AGM or EGM through a majority vote of the membership. In the event of dissolution, any assets of the club that remain will become the property of the Trustees of Loughton Cricket Ground. |

These rules can only be altered through agreement by majority vote at an Annual General Meeting or an Extraordinary General Meeting. Notice of any resolution for any proposed alteration must be given in writing to the Hon. Secretary at least four weeks in advance of the meeting and a copy of such resolution shall be sent to members with the notice of the meeting. |
